So while Thranduil will gladly be opening a vein to make a point, he doesn't think it necessary for every Rifter to get a phylactery. His opinion is that only Rifters in positions of power should be subject to the requirements- they're the only ones who get to see classified information on a regular basis and are also usually the longest lasting Rifters. Thranduil's argument will hinge on that-- what's the point of making every grunt a phylactery when they're only going to be around for six months etc etc.
