Yep! He's still welcome to keep the bees on an "extracurricular" basis regardless, but if you want something like that as an official title/thing he is paid specifically to do (though we're not sure the Inquisition would need/pay a dedicated beekeeper for the Gallows, specifically) then need Base Operations to be his primary project.
