The Comte d'Aurillac promised the Chantry that he would provide housing and support to a number of refugees from Deauville while it rebuilds, but he seems to be ghosting them. Because he's a Riftwatch donor (and has taken in a couple Riftwatch agents), they've agreed to mediate, and have sent Marcoulf & John to track down the Comte and get him to follow through.
