Norrington would think an emergency council made up of the councilors, a mage, a templar, a seeker, a dalish, a dwarf, a city elf, a valshoth, a common person, and a rifter would probably be an amazing idea. Also it would be an odd number so they could have a majority vote.

He really would prefer an Inquisitor but hey, let's have two good ideas instead of one.
