Duke Lorenzo Arissian cannot speak with Riftwatch because, according to his chief secretary, he is extremely busy with engagements made by people who bothered to schedule in advance, as is polite. If they would like to arrange an audience, there may be something available in Harvestmere? If they're very patient (or, better, very chic and very fun, or, best of all, all of the above and able to bribe heavily, too) then they'll be directed to a fashionable salon where they can find the duke's niece, Ainize, who will be willing to speak with them in the garden in between what appear very serious card games and debates. Lady Ainize will listen with at least mild interest, and ask a number of questions, and tell them almost nothing. She'll assure them that her uncle is well aware of the situation and will handle it as is best for Wycome, which, as they can see, is perfectly fine. It's very sad about the refugees, but they too are very far away and not Wycome's concern. If the other Marches are so concerned, then they can do something themselves, but they don't seem to be. In short, this is being blown out of proportion and is a waste of everyone's time but most importantly hers.
