research war table assignment: how many riftwatchers does it take to change a light bulb?

For the uninitiated, Riftwatch has the jump on when rifts emerge across the Free Marches by way of a network of towers called vanes, which detect Veil fluctuations and send back a ping for agents to go out, collect any rifters that may have fallen out, and close the rift.
