Who They Are: Ex-noble who tried to kill the crusty old Nevarran king a while ago, failed and was put on blast/exiled. Currently runs a spy ring out of Antiva, general dissident and rabble-rouser. In a relationship with Nikos, unfortunately.
Where They've Been: All over the place, sneakily. He grew up in Nevarra and his base of operations is in Antiva, but he's done a lot of traveling and is familiar with most of the larger cities.
What They Want: To kill all monarchies but also like, freedom and equal rights for all or something. His entire game is fanning flames of rebellion wherever they show up, and nothing messes with entrenched power systems like a random Inquisition!! Good work thank u
Plot & CR Desires: Schmoozing, talking about politics, making low-key alliances with anyone who feels oppressed and wants to cause trouble, probably trying to sway anyone who thinks monarchies and nobility are a-okay. Caspar has resources through his spy ring and a willingness to assist anyone he feels supports his cause, so that's his main hook, but he also really likes gossip for completely professional spy reasons.

Hey it's Cass, I'm excited for Nell to meet Caspar and be like "wow this guy is amazing he really gets me/my extremist tendencies and also has great abs" and then discover he's taken by Nikos, who isn't even the most attractive person with his own face.

I hope they can maybe still be rebel friends despite her bafflement about his taste? because I suspect that is a friendship that would rightly terrify many people, and I think the compare/contrast of their backgrounds and methods could be very cool if you're interested

she's intense about her own nobility and her LEGAL RIGHTS and being furious about inheritance and all the stuff that is rightfully hers(!!!), but she also is very supportive of Nikos revolution stuff. Nikos and his letters about Caspar v much inspired her own rebel heart, so.... yes.
