UPDATE: INQUEXIT

THE RESULTS

The votes are in, and the Gallows will be forming a separate entity but will remain an ally of the Inquisition. You can see the graphs linked below for the precise breakdown of each vote, but the gist of it is that the players voted to leave and so did the PCs. Characters also voted overwhelmingly to become an ally of the Inquisition rather than severing ties completely, so that is what's going to happen.

    What this means is that IC, after the vote was counted, the Division Heads contacted Skyhold to discuss transitioning the Gallows contingent into an ally, along the lines of the Wardens or a mercenary company, which would continue to do the same work toward defeating Corypheus but be removed from the Inquisition's command structure. The advisors in Skyhold agreed that this was a good idea that would make some things easier for them, too. The advisors presented the idea to the new Divine's representatives, who likewise agreed that some distance between the Chantry and the Inquisition's more questionable elements—without allowing them to go completely rogue—was desirable.

    Part of the reason the advisors (and the Divine) have agreed to this arrangement so readily is that the Inquisition's leadership is about to publicly announce their intention to abide by the terms of the original charter and follow the new Divine the way they'd planned to follow her predecessor Justinia. This means that the Inquisition army will be folded into the forces already beginning to gather for Divine Beatrix's Exalted March. Skyhold is well aware that there are elements in the Inquisition that would balk at participating in the March, so having somewhere for them to go but continue to help is useful. There are also those who are doing work it might be best to keep quiet for now. Splitting those elements off into a plausibly-deniable ally is a bit like having their cake and eating it too.

    While there's definitely an element of wanting to draw a line between the Chantry and the various agitators and weird glowy-hand people in the Gallows at play in this decision, especially behind closed Chantry doors, that isn't the only reason. There are things beside the Gallows' actual residents—like making Tevinter allies, interfacing with the Qun, digging into elven ruins, interfering with national politics, etc.—that the Inquisition and the Chantry recognize are useful or even necessary but are concerned about being too closely tied to, because of the various interests they need to unify and appease. The public tone of the separation is currently very amicable, being presented as a mutually beneficial reorganization rather than as a banishment to the outskirts of society. It's also an opportunity for rifters, in particular, to demonstrate to the rest of Thedas that they're capable of integrating (and of saving the world) without being under someone else's constant control.

    There will be an IC announcement and discussion of all of this shortly.

    PRACTICAL MATTERS

    Leadership

    From now on, The Gallows will no longer be part of the Inquisition chain of command, meaning that the Division Heads will no longer answer to the Advisors. They will continue to coordinate with the Advisors where necessary to ensure efficient and effective cooperation in their shared fight against Corypheus, but will now have the freedom to diverge from the Inquisition if they choose without it being insubordination.

    The Gallows

    Because of their continued allegiance with the Inquisition, and their history of decent behavior and assisting the city in various ways, Viscount Bran has agreed to allow the use of the Gallows to continue as before, but has made it clear that if the circumstances change--i.e. If the new organization takes actions that the Viscount believes threaten Kirkwall, or fall behind on their rent--they will be asked to leave. These are essentially the same conditions that were originally placed on the Inquisition's use of the fortress, they've just been reiterated.

    Funding

    The Inquisition has been funding all of the Gallows' needs, but going forward that funding will decrease significantly. Skyhold has contracted with the Gallows similar to the way they would a mercenary company will be providing a lump sum payment to the Division Heads to distribute, rather than paying anyone directly. It's sufficient to pay everyone—but less than they might be used to—and provide the very basics, ensuring the Gallows can continue to do its work, but it will no longer receive discretionary funding and will need to secure some independent income streams. They're not going to suddenly go hungry or start pawning spare swords or anything, but this will involve some straitened circumstances unless the Gallows is able to secure significant additional funding. This will mean more careful limitations on key resources (though not yet to the point of outright rationing), fewer comforts and conveniences, lower tolerance for waste, and the need to take funds into account when planning missions.

    OOC, the goal as always is to make the decreased funding drive RP, not prevent it. There may be IC shortages of goods used as lowkey background events, and securing funding sources or contracts for better deals on essentials and so on can provide motivation for a lot of different types of missions and player plots. If a future plot request describes a plan that the Gallows can no longer afford, like throwing an extravagant ball, we will do our best to suggest alternative ways to make that happen—such as piggybacking on an extravagant ball being held by a noble for their own purposes, without having to pay for it—rather than saying it's impossible.

    Crystals

    It will take some work and could potentially cause some unforeseen issues, but researchers in Skyhold and the Gallows' respective Undercrofts are confident that they now have the capability to split the Gallows' crystals off into a separate network, and that effort will move ahead immediately. What this will mean is that when a Gallows-issued crystal sends a message to "everyone," that will now include only other crystals issued by the Gallows, rather than the entire Inquisition. This will allow the Gallows to go about its business without the Inquisition-at-large (or the Chantry now potentially leaning over their shoulders) listening in.

    It will still be possible to contact the Inquisition using the sending crystals, but it will need to be deliberately done either by addressing the message to specific Inquisition individuals by name, or by addressing a message to "everyone and the Inquisition." If your character chooses to contact the entire Inquisition for a non-emergency purpose, this may result in IC consequences.

    BRANDING

    New Name

    The Outpost Formerly Part Of The Inquisition is very long, so our new organization needs a new name! If coming up with one sounds fun, deposit your suggestions (and discuss them or riff off of ideas or whatever else) under THIS COMMENT. We'll compile suggestions—serious suggestions—and take a quick vote on them when we announce new IC leaders and some other things on May 16.

    When you're making suggestions, keep in mind the interests that have to be balanced IC. The group needs to be taken seriously and not alarm people, except maybe Corypheus, so names that are weird, openly rebellious, etc., might start their relationship with the rest of Thedas off on the wrong foot. Organization for the Overthrow of Chantry Authority is right out. Vague and blandly professional names are perfectly acceptable.

    New Clothes

    We saw some talk about new uniforms, colors, symbols, etc. on plurk. This isn't something we're going to organize as mods right now, because our to-do list is super long and neither of us has any artistic sensibility, but we think it's a cool idea, and we've put a comment HERE for anyone who likes that stuff to connect and discuss. If anyone wants to use those topics for IC discussion posts or anything else, go for it. Let us know when there's a consensus (especially if anyone draws anything!) and we'll add whatever is decided on to info pages, assuming they're reasonable given the budget and such.

    The rebel mages in the DAI epilogue slides can also potentially form an organization/new fraternity called the Bright Hand, which is kind of dumb but also kind of cool, so something like it or stealing it directly might work? On the other hand (the dark hand haha) it would draw attention to setting people with anchors apart. But back on the first hand, the anchors are saving people and not a bad thing to be associated with. So.
