player plot: full circle

Hi! Player plot time! This one's for mages, rifters, a Templar/Seeker or three, and anyone else with Circle opinions.

In mid-Solace (July), Riftwatch's mages will get wind of a sneaky plot by some (but hashtag not all) Loyalists, Lucrosians, and conservative-leaning Aequitarian mages to reconvene the College of Magi, such as it is. Their plan is to develop a proposal regarding the identification and education of mages (so, Circles) to send the Divine as the "College's" official recommendations.

Fiona and her rebel mages were mysteriously not included in this plan. There won't be time for them to travel from the front to Cumberland in time to intervene.

But Riftwatch has griffons!

OOC Overview

This plot has three parts:

1) Emergency Meeting

The first step is figuring out what to do! Rebel-sympathizing mages and rifters will be invited to convene in the basement for a secret ("secret") meeting to be told what's going on and decide what to do about it. This part is forward-dated and up here. (It's happening in person, but for maximum emergency meeting chaos vibes, we're tagging it like a crystal post.)

2) Cumberland

Unless the meeting in Part 1 results in a consensus that going to Cumberland would be bad (in which case I will make a new plan) the next step will be going to Cumberland to interfere with the College. The log for this will be posted on July 13.

3) Points Points Points

Unless things go an unexpected direction in parts 1 and 2, the ultimate form the College's proposal takes will be based on a points system. Kind of like the diplomacy game, for people who were around back then. This time, you'll get points per tag you write, and you can put those points into supporting or opposing pieces of the Loyalists' proposals, or toward supporting new line items to add. Or everyone can put their points (and corresponding IC weight) into undermining the legitimacy of the proceedings and preventing a proposal from going out at all.

Everyone will get 1 point per tag in the Emergency Meeting log and 2 points per tag in the Cumberland log. Ex-Circle Enchanters who have a claim to legitimately participate in the College will also get 5 bonus points.

If the point apportionment needs to adjust to accommodate player actions—e.g., if the rifters somehow organize themselves into a Rifter Fraternity and make a convincing argument they should have a full vote in the College, or whatever, and therefore also deserve the 5 bonus points—it will!

Reasonable Questions

Who can participate?

Anyone!

For the meeting, the IC goal is to limit it to mages and rifters. But anyone can wind up knowing about it through the grapevine. The sudden migration of people to a basement room and the noise from inside could also draw attention. So if you have a character you want involved who wouldn't necessarily be invited, they can still wind up there, one way or another. But no promises Templars & Co. won't be physically thrown out of the room.

For Cumberland, there might be some IC opinions about who should go, but OOC, anyone can. Templars/Seekers will probably be invited (or ordered) to go by the Division Heads to keep it from appearing like Riftwatch is siccing angry rebel mages on the "College," to help keep the peace, and to lend some legitimacy to the argument that this maneuver is just too sneaky and inflammatory for anyone to stomach. Supportive non-mage natives who want to help beef up their numbers and support their mage or rifter friends/S.O.s/whatever are also welcome.

Anyone who participates in the logs can also participate in the points game, regardless of whether they wouldn't have the right to vote/speak in the College formally. We'll say they managed to influence things in a more informal way.

You can have more than one character participate.

Will characters get in trouble for going to Cumberland?

Not by default. The Division Heads are okay with allowing everyone to dash off to take care of this. There may be some caveats or specific instructions, TBD, which could result in IC consequences for individuals who ignore them. Like: the Division Heads will probably tell everyone not to engage in violence, so if someone rolls in and lights the Loyalists on fire, they would be in trouble. But no one will be punished solely for attending.

Will our characters be imprisoned in Circles forever if we don't participate in and/or win at this plot?

Nope. The worst possible consequence is that an official-looking proposal in favor of reinstating some kind of Circle system is sent to the Divine. She won't necessarily agree to any of it, and other people can propose other plots to influence how things ultimately turn out.

The Proposal

The proposal that the College will be on the verge of finalizing is below. Characters will be privy to a rough draft of this at the emergency meeting, so they'll know the gist of what they're dealing with from the beginning.
1. Permit educational, research, and self-funding operations to resume at the Circles in Cumberland, the White Spire, Antiva City, Ostwick, and Kinloch Hold, in that order, as personnel allows.

2. Station Templars at operational Circles, in cooperation with each First Enchanter.

3. Authorize the collection and reconsolidation of books and material goods from abandoned Circles to the five Circles above.

4. Grant authority to the College of Magi to formally investigate reports of dangerous magical activity in Thedas, accompanied by Templars for safety and assistance.

5. Grant authority to the College to take custody of mages who present a danger to themselves or others.

6. Grant authority to the College to bring in mages who have been convicted of crimes, as this indicates a disposition toward lawbreaking that may result in their magic becoming dangerous.

7. Grant authority to the College to take permanent custody of children with magic whose parents voluntarily surrender them.

8. Permit the creation of phylacteries as a condition of residing in a Circle, to enable Circles to take responsibility for and contain any members who become dangerous. Transfer possession of any existing phylacteries for mages who return to Circle residence.

9. Permit Harrowings as a condition of free travel for any mages who involuntarily enter the Circles or who are evaluated as presenting a danger to themselves or others. Mages who enter voluntarily and present no danger will not be required to undergo Harrowings to be permitted to leave.

10. Reauthorize Tranquility as an option for uncontrollable mages or those who opt to undergo it, with the approval of the highest ranking Templar and mage in a given Circle. Permit execution as an alternative for uncontrollable mages who do not consent to Tranquility.

11. Require an investigation by the First Enchanter of a second/separate Circle of Magi prior to the future annulment of any Circle.

12. Grant authority for each Circle to form a committee consisting of at least one mage, one Templar, and one resident Chantry Sister or Mother to hear grievances concerning Templar misconduct and refer credible cases of abuse to the Chantry for action.

When I post the Cumberland log (assuming they go), I'll also collect any specific amendments/deletions/additions characters might argue for and make a list of things that players can put their points behind. "Throw the whole thing out and tell the Loyalists to go to hell" will also be an option.
