So, Solas's timetable was pushed up when he believed the Anchor to be lost the first time. This means he's already been slowly building his network. None of them will know his actual purpose, yet - he has been super down low - but there will definitely be some in the Inquisition who he will have been assessing to bring him information / send messages for him.
I would like to keep this at least mostly a surprise, so comments are screened. If you have an elf who would be open to this, leave a comment about them, their political affiliations / views.
Please note: if you've ever pissed him off, he won't have tapped you, and he won't be. (Yes Pel I mean you) Elf blooded humans will also not be tapped - sorry, you're still humans to him.
