Who They Are: Julius was an Enchanter at the Lake Calenhad Circle until there wasn't one anymore. He's been, uh, traveling since then. But he's totally here to help now, let's focus on that.
Where They've Been: Pretty exclusively Ferelden, and mostly Kinloch Hold, until a couple years ago. Since then, he's passed through the Free Marches and ended up in Antiva for a while.
What They Want: A lot of people he cared about are dead now, and many of them died because of the Breach. He'd like that closed. Secondarily, he'd like some form of realistically maintainable status quo for mages. (Spoiler: He does not think "let all mages just do whatever they want" fits that description, sorry.)
Plot & CR Desires: I'm not specifically HUNTING for negative CR (nor is Julius!) but I realize his views are going piss some people off. That's OK with me ooc, but if you want to interact with him but avoid topics that'll cause a fight, I'm also game for that within reason! Just let me know. I'd also love him to build some real relationships with people he comes to trust, and maybe he can rebuild a sense of self eventually? Early days.

Inessa's too young to have been his peer, but the child prodigy/teacher's pet could definitely have been taught by him if you think it'd be feasible? She bore witness to Uldred's rebellion as a child and when the Circle fell, she left to find the Grey Wardens rather than fight mages or templars. (For what it's worth, before doing so she was an Aequitarian.)

Soooooooooooooooo Anders could have easily been his peer, and he could know all the Circle stuff that went down with Anders if you'd be interested? And they can talk about Ideas Anders has for a sustainable mage future?

I have a templar here who's totally up for bro-ing down with loyalist mages, and a very pro-freedom mage who on principle would not want to be bros at all--but Vandelin is also very invested in the future for mages and how to compromise to get the best possible outcome for everyone, so he'd be super up for a debate!
