Who They Are: Your friendly neighborhood blood mage
Where They've Been: Spent pretty much his entire life in the Gallows until it turned into a blood bath, spent the next three years in the countryside surrounding Kirkwall, went to Ferelden to join the rebel army, then hung out with Nell's group.
What They Want: Violent revolution, or to stop being obsessed with violent revolution, and maybe a hug? Also, make his hand stop being green and glowy because that sucks.
Plot & CR Desires: Mage stuff!! Anchor stuff!! Learning to cope with your issues without resorting to dangerous and violent magic!!!! Also, Gareth loves learning about new stuff and is super curious about the rifters.
Anything Else: I talk about him being a blood mage a lot but he's actually going to be trying to keep that pretty hard on the downlow because he would like to not be executed and I'd like to play him for longer than a week.

Inessa wouldn't know him, but he's still welcome to join her Rifts and Veil project. Just never let her find out about the blood magic thing and they're good to go.

It's possible that he could have met Korrin in Ferelden; she didn't join the rebel army, but jobs take her everywhere.

And Skadi would not have been met unless he traveled to her area of the Frostbacks. On the other hand, she's probably the most accepting about blood magic if it ever gets found out.

I could see her having done a few things for them on the down-low, maybe supplying caches or something. And generally looking the other way as long as the rebels weren't hurting civilians.

Then it's possible that they've seen each other, though Gareth probably wouldn't have gotten too chummy with someone outside of the army. At least he didn't hurt any civilians?

adalia, for one, thinks that people who yell about blood magic are being ninnies and need to get over themselves. necromancy is the real evil magic, here.

adalia's hatred of necromancy is 100% an irrational fear borne of the fact that she was fighting an evil dragon god of undeath and was manipulated through the death of two of her party members into selling her soul to him in order to bring them back, tbh, necromancy in thedas isn't nearly as shitty as the stuff she's dealt with.
