Who They Are: By is a spy, a drunk, and generally a bad person. Not, like, through and through, he has a kernel of goodness deep down, but mostly he's just the Worst. He will be working to promote the aims of his country (Ferelden) at the cost of everyone else's well-being (maybe, sort of, we'll see, he's kind of secretly honorable, it's a weakness).
Where They've Been: Ferelden! If you've ever been to Denerim and rubbed elbows with the rich, you will have run into him. He was the drunk dude crashing the party with his loud, obnoxious friends, making jokes at everyone's expense and then pocketing a bunch of cheese and then leaving. Fun. He will also have done the same at some Orlesian parties.

Basically if you have ties to Ferelden please hmu and we can figure out past CR.
What They Want: Right now, to track down leads on the Venatori (who might be making moves on Ferelden) and to promote his nation's interests. By secretly using the Inquisition's resources. Sorry.
Plot & CR Desires: Spy shit!!! And also making friends???? I like him having friends. He doesn't really know what to do with that.

he crashed one of emeric's parties, got drunk and slept on their sofa and was NOT shooed out in the morning but invited to breakfast and to share emeric's carriage back to val royeaux because he thought he was a blast. gwenaëlle would have Heard About It but probably never met him. (he also totally could have banged a cousin, but her cousins are all so distantly related to her it's unlikely she'd know about it.)

ABSOLUTELY, EMERIC IS THAT DAD. so many tales of how smart and clever and pretty—plays music! writes art criticism for his patronages!! keeps seamstresses busy for days with her very particular demands!!—noteworthy mainly for how the only stories about her doing Cute Things With Dad are from when she came up to his knee, and anything about her slightly older sound like they were observed from a slight distance except for when he takes his shirt off to show byerly the gnarly scar from when he got bottled and she sewed it up.

you know who byerly WOULD HAVE met, it's felix guilfoyle, emeric's terrifying richard e grant valet/ex-assassin/steward/gentleman's gentleman/Man What Does For. he hasn't cracked a facial expression in forty years and he's definitely seen some shit, he was never far from emeric's elbow until the last couple of months where he's been trailing gwen like a grim shadow.

OH GURL YES. He has spent the better part of the last twenty years partying in the south. He loves Orlais.

He is neutral on the subject of ferelden. They are less amused by his antics and the appeal of forbidden tevinter magic nets him far less tail there. Also it's wet and full of dogs.
