She's coming from the city of Yharnam (sort've) where she was a member of a squad of Hunters who killed people turning into beasts, ostensibly to keep the city safe. This was all kind of a big lie, and she has regrets. But also has yet to stop being a Hunter as her main occupation so. Shrug. Some people just don't want to change.
